<p>Randall S. Over served as the Ohio Department of Transportation (ODOT) District 12 Construction Engineer from 1994 through 2012 and currently serves as the Construction Staff Specialist for District 12.</p>
<p> Randy has been an active member of the American Society of Civil Engineers since 1983 when he served as President of the ASCE Student Chapter at The Ohio State University.  In 2011, Randy received the William H. Wisely American Civil Engineer Award as well as the Cleveland Section ASCE Engineer of the Year Award.  He was inducted as the 2013 President-Elect during the Society’s October 2012 Annual Conference which was held in Montreal.</p>

			<content:encoded><![CDATA[<p>The Kansas City Section of ASCE is taking nominations for its Board of Directors.  Positions available for nomination are President-Elect, Treasurer, Secretary, and Directors.  A description of each position can be found below.</p>

<p>POSITIONS DESCRIPTIONS</p>
<p>PRESIDENT-ELECT</p>
<p>The President-Elect shall act in place of the President when the President is not available.  The President-Elect shall serve as the vice chair and attend all meetings of the Section Board of Directors. The President-Elect also shall have primary responsibility for oversight and coordination of the following committees: Government &amp; Public Relations and Membership. The President-Elect shall assume the role of President following completion the President&#8217;s one-year term.</p>
<p>TREASURER</p>
<p>The Treasurer shall monitor the funds of the Section, assist in preparation of the Section&#8217;s annual budget, report periodically to the Section Board of Directors, provide an annual financial report to the Section Board of Directors, and attend all meetings of the Section Board of Directors.  The Treasurer shall be responsible for the preparation and submittal of necessary Section tax information to regulatory authorities.  The Treasurer also shall have primary responsibility for oversight and coordination of the following committees: Attendance, Dinner, and Programs.</p>
<p>SECRETARY</p>
<p>The Secretary shall attend all meetings of the Section Board of Directors and serve as secretary at all meetings.  The Secretary shall keep the minutes of Section meetings and be in charge of Section correspondence.  The Secretary shall be responsible for the preparation and submittal of required annual reports to Society. The Secretary also shall have primary responsibility for oversight and coordination of the following committees: Communications/Database and Newsletter/Webpage.</p>
<p>DIRECTORS</p>
<p>The Directors of the Section shall be elected annually by the Subscribing Members of the Section, and shall consist of one Director III, one Director II, one Director I, and one Associate Member Director. Directors shall have primary responsibility for oversight and coordination of the following committees: Awards and History &amp; Heritage, Continuing Education, technical committees, Younger Members and Student Chapters.</p>

<p>MoDOT on the Move  &#8211; Missouri’s newly released initiative lead by MoDOT to expand and fund transportation in Missouri for the next 10 years.  On the Move is a community engagement effort led by the Missouri Department of Transportation (MoDOT) to gather direction and insight from Missourians on major transportation issues and priorities across the state.</p>
<p>In 2013, as part of the On the Move program, MoDOT and various community partners will host a series of listening sessions, a mobile tour and virtual forums so that interested citizens, stakeholders and policymakers from across Missouri may be active participants in a conversation about our state’s transportation future.</p>

<p>The Kansas City Section is now taking nomination for the annual section awards.  These awards are in line with the ASCE Region 7 awards, which includes our section.  These awards were started at the region level to honor and recognize outstanding service to ASCE and the civil engineering profession.  We hope to receive nominations at the section level and submit our local winners for consideration at the region level.  The four award categories are as follows:</p>
<p><strong><span style="text-decoration: underline;">Lifetime Achievement:</span></strong>  “This award is intended to recognize the lifetime efforts of a civil engineer’s service to further advance the field of civil engineering through their contributions, innovative concepts, research and materials”.</p>
<p><strong><span style="text-decoration: underline;">Outstanding Younger Member:</span></strong>  “This award is intended to recognize the efforts of younger Civil Engineers to further advance the field of civil engineering through innovative concepts, research, and materials”.</p>
<p><strong><span style="text-decoration: underline;">Outstanding Faculty/Practitioner:</span></strong>  “The award is intended to recognize the efforts of an Outstanding ASCE Faculty/Practitioner Advisor who supports ASCE Student chapters and Civil Engineering Students”.</p>
<p><strong><span style="text-decoration: underline;">Service to ASCE:</span></strong>  “This award is intended to recognize the efforts of Civil Engineers to further advance the perception of civil engineers and civil engineering through community activities and ASCE involvement”.</p>

<p><span style="text-decoration: underline;">Presentation:</span>  The Envision Rating System<br />
Envision is a web-based tool, available in the public domain, to help public administrators<br />
and officials introduce elements of sustainability into civil infrastructure projects. The program is available without charge on the website of the Institute for Sustainable Infrastructure (ISI), a not-for-profit public interest organization, formed by three non-profits, APWA, ACEC, and ASCE.</p>
<p>ISI exists for the sole purpose of helping the public sector, at all levels of government, make better and more sustainable decisions regarding horizontal infrastructure projects and systems. The Institute works closely with private sector firms and communities in the planning, design, engineering, construction, and maintenance of civil infrastructure.</p>
<p>This presentation will provide an understanding of the need for a rating system for civil infrastructure and build on sustainable infrastructure discussions. An introduction to the Envision rating system will be provided, and the audience will learn how to access the Envision rating tools.</p>
<p><span style="text-decoration: underline;">Presenter:</span>  Mr. Larry Stevens, PE, PWLF</p>
<p>Larry has enjoyed a long and distinguished career in Municipal Engineering. He served from 2003 to 2009 as Director of the Iowa Statewide Urban Design and Specifications (SUDAS) Program at Iowa State University. Prior to that, he worked for the City of Oskaloosa, Iowa for 22 years, filling the roles of City Engineer and Public Works Director and at the City of Grinnell, Iowa as the Assistant City Engineer for 5 years. At HR Green’s Des Moines, IA office since 2009, Larry provides municipal engineering services to some of the firm&#8217;s key clients and leads the company’s city engineering services in Iowa and South Dakota.</p>
<p>Larry is a member of the Board of Directors of the American Public Works Association (APWA) as the Region VI Director and serves as the Association’s Treasurer. He also serves on the Board of Directors of the Institute for Sustainable Infrastructure, representing APWA as a founding member of the organization, whose mission is to develop and implement a rating system for sustainable infrastructure projects.</p>

<p>Speaker and Program: “Missouri Peer Review Law” By Bill Quatman, FAIA, Esp., Burns &amp; McDonnell</p>
<p>Bill Quatman, FAIA, Esq. is Senior Vice President and General Counsel for Burns &amp; McDonnell Engineering Co., Inc., one of the largest design and construction firms in the U.S. He is a licensed architect and lawyer, with over 30 years of experience in our industry. Bill is a Fellow of The American Institute of Architects (AIA) and sits on the Board of Directors of the Design Build Institute of America (DBIA). He is a frequent speaker and has authored two books on design and construction law.</p>
<p>Presentation Overview:<br />
In 2012, Missouri became the first state to pass legislation expanding “peer review” privilege and immunity to architects and engineers. The law went into effect on August 28th after 4 years of effort. As Missouri engineers, you need to understand what protection this new law affords you and your firm.<br />
Come hear the law’s principal author and drafter, Bill Quatman, explain the history of this effort and what the law means to you</p>

<p><span style="text-decoration: underline;">Speaker and Program:</span> <strong>“Structures, Sustainability and Steel”  By  Ms. Erika Winters Downey, S.E., LEED AP – Great Plains Regional Engineer for American Institute of Steel Construction</strong></p>
<p>Erika works as a liaison between project decision makers and members of the steel production and fabrication community to help assess the viability of structural steel framing options on upcoming projects. She is also an educational resource to the design community on technical and economic aspects of building with structural steel. Prior to becoming Regional Engineer, she was an advisor in AISC’s Steel Solutions Center. She has also worked for structural design firms in Chicago and Kansas City. Erika’s Bachelor’s and Master’s degrees are from the University of Kansas.</p>
<p><span style="text-decoration: underline;">Presentation Overview:</span></p>
<p>The future of building construction, structural steel, and sustainability all truly do go hand-in-hand. Attendees will understand where the building construction industry is in its process of embracing and adopting sustainable principals and measures and where the industry is heading in terms of environmental stewardship and life cycle assessment. They will also learn about the sustainable attributes of structural steel—such as its cradle-to-cradle manufacturing and recycling process of continual improvement in terms of reduced energy reduction and carbon footprint and its overall environmental stewardship. Attendees will understand how sustainable design is a trend that is consistent with the principles of integrated project delivery in general and building information modeling in particular and that a convergence of these three trends leads supports the overall sustainable goals of a building project.</p>
